Besides concerns and criticism of the COE toward the EU Charter of Fundamental Rights and the participation of COE representatives as observers in the Convention drafting the charter, this research classifies the EU Charter of Fundamental Rights as being a – more or less – internal issue within the EU, in which the COE was not (very much) involved; for example, there were no separate negotiations between the EU and the COE on this issue. It is therefore less convenient for illustrating how IOR works.

Based on Schermerhorn (1975: 852) and Egeberg (2003: 118), this research suggests that at the external environment level, the geographic proximity of potential partners is crucial to interorganizational cooperation. As technology (communication and transport) has advanced since the 1970s, the actual geographical distance might not be so important anymore; for example, a good transport system facilitates interorganizational cooperation. Nevertheless, the proximity between actors remains a factor (for example it is expected to make a difference whether the actors are located in different cities or are on-site).
