It needs an argument establishing that co-membership in a state is a necessary condition for establishing duties of egalitarian distributive justice. If the argument establishes only that it is a sufficient condition his argument fails in a familiar way—a failure shared by the arguments of Miller and Blake. It fails to rule out the possibility that the global economic association generates duties of distributive justice. Moreover, by appearances the first sentence is claiming that it is in virtue of their role as citizen-sovereigns that persons have standing to demand justification.
