In establishing and maintaining the legitimacy of the third party, a key issue has been the ethnic composition of the team. In planning and conducting our first Israeli-Palestinian workshop in 1971, Stephen Cohen and I were concerned about the fact that the two senior facilitators of the event were both Jewish. When we decided to pursue this work more systematically in 1973, one of our first steps was to bring together an ethnically-balanced team, including three Arab-American scholars.
